Full Breakdown
Winnebago County's Unified Development Ordinance treats a "Day Care Home, Child or Adult" as a separate principal use permitted or specially permitted by zoning district: it is expressly carved out of the home occupation rules. Operators must meet every applicable state license, health, safety and building code requirement, keep traffic and noise from becoming excessive, provide adequate open space and recreation area for the children, and avoid any exterior change that would make the home look non-residential or hurt the neighborhood's character.
Violations & Fines
Zoning enforcement can order the unpermitted day care home closed or bring it into compliance with the district's use standards; state DCFS licensing violations are handled separately and can result in license denial or revocation.
