Full Breakdown
County Code § 19-7 makes it unlawful to stand, sit, or lay upon any sidewalk or pedestrian thoroughfare so as to obstruct free pedestrian traffic after a peace officer has requested the person move on, and applies the same move-on trigger to blocking building entrances and exits. A related clause bars deliberately blocking access to a place of business. The rule applies only in unincorporated county areas. Santa Rosa, Petaluma, Rohnert Park, Windsor, Healdsburg, Sebastopol, Cotati, Cloverdale and the City of Sonoma each enforce their own separate sidewalk-obstruction rules under their own municipal codes.
Violations & Fines
Violation requires a prior peace-officer request to move on; noncompliance is enforceable under the county's general Chapter 1 enforcement and penalty provisions. Encroachments permitted by the director of public works under Chapter 15, Article III are exempt.
