Collier County, FL Hurricane Preparedness: Hurricane Shutters (2026)

Sec. 22-162(16) defines the hurricane shutter/awning contractor category within Collier County's contractor licensing article: 24 months of experience, a passing grade on an approved hurricane shutter installer test, and a passing grade on the business and law exam. This contractor may install, maintain, repair or replace shutters and awnings designed to protect residential and commercial buildings from hurricane and storm-force winds and windborne debris, all in accordance with Collier County's amendments to the applicable building code. Any electrical work tied to the shutter or awning installation must be performed by a licensed electrical contractor, and the shutter license itself only covers nonstructural adjustments to existing wall or window openings, not enlarging or altering the opening's structural framing.

A grandfather clause let contractors who already held a current Collier County Aluminum Contractor Including Concrete or Aluminum license skip the new installer test, but they still had to apply for the hurricane shutter certificate within one year of the amendment's effective date. The county's contractor licensing supervisor, housed in the Building Review and Permitting Department, oversees investigations of unlicensed shutter installers, and the nine-member Contractors' Licensing Board hears discipline cases against certificate holders under Sec. 22-165.
