Summary

Lake County's Land Development Regulations flatly bar synthetic or artificial turf, trees and plants from replacing the live plantings required under a development order or building permit. LDR § 9.01.05(A)(11) applies to the canopy trees, buffers and site landscaping that Section 9.01.00 mandates for subdivisions, commercial sites and even individual single-family lots seeking a certificate of occupancy.

These county ordinances apply to unincorporated areas of Lake County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

The use of permanent or moveable architectural planters may be permitted. The planters Shall be adequately sized for palms, ornamental trees, and shrubs, Shall not cause the roots to bind and Shall permit water to drain through the base of the planter. Required canopy trees are prohibited from being planted in moveable planters.13.Existing Trees. Full Breakdown

02 to clear, develop or increase the developed area of any site without complying with its landscaping standards, and no development order or permit can issue without that compliance. 05(A)(11) prohibits substituting synthetic or artificial turf, trees or plants for any live planting the code requires. 08 conditions a certificate of occupancy on installing a set number of canopy trees scaled to lot size, from two trees on lots under 6,000 square feet up to twenty-five trees on lots of five acres or more. 02, covering bona fide agriculture and silviculture, Army Corps or EPA-permitted activity, emergency maintenance, and maintenance of an already-approved landscape plan.

00 requirement, but only for site-specific reasons like unworkable topography, protected wetlands, drainage conflicts, or a landscape architect's certification that an alternative design meets the code's intent, never simply a preference for turf over plants.

Violations & Fines

Installing synthetic turf, trees or plants in place of a required canopy tree, buffer row or native-plant area holds up the certificate of occupancy or final inspection the County Manager must sign off on, and it exposes the property to a Chapter 8, Lake County Code enforcement case for developing outside an approved landscape plan. Retrofitting an existing, already-approved landscape with artificial turf without first obtaining a § 9.01.03 waiver carries the same exposure.

Frequently Asked Questions

Can I put artificial turf on my front lawn in unincorporated Lake County?
Yes, on any part of the yard that is not counted toward the canopy trees, buffers or other plantings your development permit or plot plan requires. LDR § 9.01.05(A)(11) only bars synthetic turf, trees and plants from substituting for those mandated live plantings; it does not reach ordinary lawn areas outside that footprint.
Does the artificial turf ban apply to existing homes or only new construction?
It attaches to whatever development order or permit created the landscaping requirement, so it binds new construction seeking a certificate of occupancy and any later site plan, buffer, or plat amendment. A landscape already approved and maintained under § 9.01.02(D) is not forced to rip out established plantings retroactively.
Can the County waive the live-planting requirement so I can use turf instead?
The County Manager can waive up to 25 percent of any Section 9.01.00 landscaping requirement under § 9.01.03, but only for site-specific reasons like unbuildable topography, existing mature vegetation, wetlands or drainage conflicts, not simply a preference for synthetic turf over live plants.
What happens if I already installed artificial turf where trees or shrubs were required?
Code enforcement can open a case under Chapter 8 of the Lake County Code, and the County will withhold or revoke sign-off on the certificate of occupancy or final inspection until the required live plantings are installed to satisfy § 9.01.05.
