Jefferson County, CO Landscaping Rules: Artificial Turf (2026)

There is no countywide Jefferson County ordinance prohibiting homeowners from installing artificial turf in the unincorporated county; installation is subject to your HOA covenants and, inside a city, that city's landscape code. Colorado has actively encouraged replacing thirsty lawns: HB22-1151 (2022) created a statewide Turf Replacement Program giving financial incentives to voluntarily replace irrigated turf with 'water-wise landscaping,' which the act defines as a water- and plant-management practice emphasizing plants with lower water needs. Separately, CRS 38-33.3-106.5 stops HOAs from banning drought-tolerant and non-vegetative turf grass options in back yards, and a 2026 state restriction targets non-functional/artificial turf in many commercial and public spaces (not private yards).
