Oro Valley, AZ Landscaping Rules: Artificial Turf (2026)

Artificial turf is permitted in Oro Valley as an alternative to natural grass, consistent with the Town's emphasis on water conservation in the Sonoran Desert. The Town does not have specific ordinances regulating artificial turf installation beyond general property maintenance and zoning standards. Installations in front yards must present a well-maintained appearance and be of sufficient quality to avoid fading, unraveling, or becoming a nuisance. Arizona state law under ARS 33-1816 prevents HOAs from prohibiting water-efficient landscaping alternatives, which courts have interpreted to include artificial turf as a drought-tolerant option. However, HOAs may set reasonable aesthetic standards regarding turf color, quality, and installation methods. New commercial and multifamily developments that include artificial turf must incorporate it into their approved landscape plans submitted through the Town development review process. The Town does not currently offer rebates specifically for artificial turf installation, though turf removal rebates through the Oro Valley Water Utility can be used when replacing natural grass with either xeric landscaping or artificial turf. Heat absorption is a consideration, as artificial turf surface temperatures can exceed 150 degrees Fahrenheit in the Oro Valley summer, making it less suitable for areas used by children or pets during peak heat hours.
