Retaining walls in Oro Valley are regulated through the adopted International Building Code and the town's grading and drainage ordinances. Properties within the Hillside Development Zone (HDZ), which covers much of the Catalina foothills in northern Oro Valley, are subject to additional regulations including maximum cut and fill limits, native plant preservation requirements, and drainage studies. Stepped retaining walls (terraced) with less than 4 feet per tier may still require permits if the total retained height exceeds 4 feet or if tiers are spaced closer than the height of the lower wall. Drainage behind retaining walls must be addressed with weep holes, French drains, or other approved methods to prevent hydrostatic pressure buildup, which is critical during monsoon season. Retaining walls visible from public rights-of-way may need to meet architectural standards for material and color.
