Oro Valley, AZ Fire Regulations: Fireworks (2026)

Oro Valley Town Code Chapter 5 (Fire Prevention and Protection) prohibits the sale, use, and possession of consumer fireworks within Town limits. Arizona Revised Statutes Section 36-1601(B) authorizes municipalities to regulate or prohibit the sale and use of permissible consumer fireworks, and Oro Valley has adopted a comprehensive ban. Under ARS 36-1606, the state classifies fireworks into permissible consumer fireworks (ground-based, non-aerial items) and prohibited fireworks (aerial, explosive). Even permissible consumer fireworks under state law may be banned locally in Oro Valley. Only novelty items such as sparklers, party poppers, and snaps that are not classified as consumer fireworks under ARS 36-1601 are legal. The ban reflects Oro Valley's location at the base of the Catalina Mountains in the Wildland-Urban Interface (WUI) zone, where fireworks pose an extreme wildfire ignition risk. The Golder Ranch Fire District enforces the ban in conjunction with Oro Valley Police. Violations are particularly enforced around Independence Day and New Year's Eve.
