Oro Valley Town Code addresses abandoned and inoperable vehicles on both public and private property. On public streets and rights-of-way, a vehicle is considered abandoned if it remains stationary for more than 72 consecutive hours, displays expired registration of more than 90 days, or appears inoperable (flat tires, broken windows, missing essential components). On private property, vehicles visible from public view that are inoperable, unregistered, or in a state of obvious disrepair constitute a code violation. The Oro Valley Police Department places a notice on suspected abandoned vehicles providing the owner 48 hours to move or claim the vehicle before towing. Towed vehicles are held at a contracted impound facility, and owners must pay towing and daily storage fees to reclaim them. After a statutory holding period, unclaimed vehicles may be sold at auction per Arizona towing and lien statutes (ARS 28-4801 et seq.). Inoperable project or collector vehicles stored on residential property must be fully enclosed in a garage or screened from public view. Desert yards with unscreened vehicles are a common code enforcement complaint in Oro Valley neighborhoods.
