The saguaro cactus (Carnegiea gigantea) is the most protected plant in the Oro Valley landscape. Under ARS 3-904, it is illegal to destroy, mutilate, or remove a saguaro or any other protected native plant from any land (public or private) without proper authorization from the Arizona Department of Agriculture. Violations involving saguaros are a Class 4 felony with potential penalties including prison time and fines up to $100,000. Oro Valley Town Code Chapter 24 adds local protections requiring saguaro preservation during all development activity. Large saguaros (typically those over 6 feet) are given priority for in-place preservation, and site plans must be designed around significant specimens where feasible. Other heritage-caliber trees include blue palo verde, foothills palo verde, desert ironwood, and velvet mesquite when they reach specimen size. The Towns Hillside Development Zone and Environmental Resource overlays provide additional protections in sensitive desert habitat areas at the base of the Catalina Mountains and Tortolita range.
