The City provides organics collection at no additional cost beyond regular service. SB 1383 is a state mandate (CalRecycle) aimed at cutting landfilled organic waste 75% by 2025 to reduce methane emissions; Buena Park enforces it locally through its franchise agreement and code. Residents who prefer to compost food scraps and yard waste at home may do so as a self-haul/diversion alternative, which also satisfies the goal of keeping organics out of the landfill. The same green-waste stream supports the City's broader water-efficient landscaping goals, since finished compost and mulch are used to reduce irrigation demand.
Failing to separate organic waste or contaminating the organics cart with non-organic material can lead to warnings and, under SB 1383, escalating enforcement by the City and CalRecycle.
