The City of Buena Park does not publish a single numeric grass-height limit. Instead, its single-family property maintenance standards require landscaped areas to be kept neat, mowed, trimmed, and free of weeds and dead or dying vegetation. Overgrown or dead lawns are abated as code violations through Code Enforcement.
Buena Park's residential maintenance standards (Buena Park Development Code, Chapter 19.1108 Single Family Standards) require that landscaped areas be "kept and maintained in a manner so as not to detract from the appearance of the immediate neighborhood" and "kept in a neat and clean condition, free of weeds, debris and dead, diseased or dying vegetation." Vegetation "shall be mowed, groomed, trimmed, pruned, and watered as to keep the same in a healthy, growing condition." Unlike many cities that set a fixed maximum (commonly 6-12 inches), Buena Park uses this qualitative "neat, healthy, and weed-free" standard, leaving the threshold to Code Enforcement judgment. The entire front yard and street-side yard must also be kept clear of trash, debris, and stored materials. A separate rule in Chapter 12.20 (parkways) caps vegetation in the public parkway strip at 24 inches above the curb, but that height limit applies to the City-owned parkway, not to a homeowner's private lawn. Complaints about overgrown or dead front lawns are handled by the Code Enforcement Division.
Overgrown, weedy, or dead front-yard landscaping is a property-maintenance violation. Code Enforcement issues a notice to correct; unresolved conditions can lead to administrative citations and, for declared nuisances, city abatement with costs charged to the owner.
