Buena Park allows artificial turf in single-family residential (RS) zones in lieu of natural turf, in front, side, and rear yards, but it requires an Artificial Turf permit, an 8-year minimum no-fade warranty, and at least 20% of the landscaped area in living plant material. In mixed-use zones, artificial turf is barred from front and street-visible yards.
Buena Park's landscaping development standards (Buena Park Development Code, Chapter 19.732 Development Standards-Landscaping) set specific synthetic-turf rules. In single-family residential (RS) zones, "artificial turf may be permissible in lieu of natural turf within the front, side, and rear yards," subject to conditions. Installation requires an "Artificial Turf permit approval prior to installation," and the turf "shall have a minimum eight-year no fade warranty." When artificial turf is used, "a minimum of twenty (20) percent of the landscaped area shall contain living plant material (i.e., flower beds, tree wells, etc.)." The city also requires that for single-family uses, at least 50% of each required yard abutting a street be permanently landscaped, and that pavement or hardscape not exceed 50% of a front yard. In mixed-use zones, by contrast, "artificial turf shall not be located in front yards, corner side yards, or portions of side yards visible from a public right-of-way." These standards make Buena Park more permissive than cities that ban front-yard synthetic turf outright, but they impose quality and living-plant requirements that exceed bare state law.
Installing artificial turf without the required Artificial Turf permit, without the 8-year no-fade warranty, with less than 20% living plant material, or in a prohibited mixed-use front yard violates Chapter 19.732. Apply through the Planning Division before installation.
