The City of Buena Park's leash law is in Chapter 6.20 (Care and Keeping of Dogs) of the Buena Park Municipal Code. No person owning or harboring any dog may allow that dog, whether licensed or not, to be upon a public street, sidewalk, park, school ground, public place, or any unenclosed lot or land except when held under leash by an able-bodied person. The City's Code Enforcement page reiterates that dogs must be leashed and under the control of a person competent to restrain the dog whenever they leave the licensed premises. There is a carve-out: an animal control officer is not to seize, impound, or cite a dog for a leashing violation when the dog has not attacked or bitten and has not strayed from private property owned by, or under the right of possession of, the owner. It is separately unlawful to allow a female dog in heat to stray or run at large upon any public street, lane, alley, court, or public place. The City contracts animal control to the South East Area Animal Control Agency (SEAACA), based at 9777 Seaaca Street, Downey, reachable at (562) 803-3301, rather than to OC Animal Care. SEAACA officers respond to loose-dog complaints and impound strays.
A dog found off the owner's property without a leash may be impounded by a SEAACA animal control officer and the owner cited under Chapter 6.20. Owners remain liable under California Civil Code Section 3342 for bites their dog inflicts on a person lawfully present.
