Buena Park limits each street address to no more than three cats over six months of age. There is no leash requirement for cats, but all animals must be kept in clean, sanitary conditions, and owners must dispose of waste so it does not create odors or breed flies. SEAACA handles cat licensing and welfare.
Cats are addressed in Buena Park's Municipal Code chapter on the Care and Keeping of Cats, Other Animals and Bees. No person may keep or maintain more than three cats that have attained the age of six months at any street address within the city, unless otherwise permitted by the zoning code; kittens under six months do not count toward this limit. Buena Park does not impose a leash law on cats the way it does on dogs, and California does not require cat licensing statewide, but Buena Park's animal control contractor SEAACA does offer cat licensing, vaccinations (including rabies), microchipping, and spay/neuter resources. The general care provisions apply to cats: all animals and the premises, enclosures, or structures where they are kept must be maintained in a clean, sanitary, and secure condition free from obnoxious odors, and owners must immediately dispose of animal waste so that odors and the excessive breeding of flies do not interfere with nearby residents. Cats kept in numbers or conditions that create a nuisance, odor, or fly-breeding problem can draw enforcement. Owners are encouraged to keep cats vaccinated against rabies given California's rabies risk, and SEAACA can be reached at (562) 803-3301 for licensing, lost-cat reports, or welfare concerns.
Keeping more than three cats over six months of age at one street address, or maintaining cats in conditions that create odors, fly breeding, or a nuisance, violates the Municipal Code and can lead to citations and an order to abate the condition or reduce the number of cats.
