Likewise, no person may keep or maintain more than three cats that have attained the age of six months at any street address, unless otherwise permitted by the zoning code. The code further restricts breeding: no person may keep more than one unspayed female dog at any location unless operating one of the listed commercial animal uses or holding a breeding permit. Puppies and kittens under six months old do not count toward the limits. Dogs over four months of age must be licensed and vaccinated against rabies; the City contracts licensing and animal control to SEAACA, which offers licensing (including through DocuPet), vaccinations, and microchipping. Service animals and assistance animals are governed by separate federal and state disability law.
Exceeding three dogs or three cats over six months of age, or keeping more than one unspayed female dog without a breeding permit, violates the Municipal Code and can result in citations and an order to reduce the number of animals. Keeping an unlicensed dog over four months can also draw a late fee and citation.
