Home composting is allowed in Eastvale if kept clean and contained. California's SB 1383 requires all residents and businesses to subscribe to organic-waste (green-bin) collection, provided through the city's hauler, Waste Management. Backyard compost piles must not become a fire hazard, attract vermin, or create odors, or they become a public nuisance under the EMC.
Composting in Eastvale sits at the intersection of a state mandate and the city nuisance code. Under California's SB 1383 (Short-Lived Climate Pollutants law), as implemented by the city, beginning January 1, 2022 residences, businesses and multifamily properties are required to subscribe to an organic-waste collection service covering food scraps, yard debris and food-soiled paper. The city's franchise hauler, Waste Management, provides the SB 1383-compliant recycling and organics (green-bin) service. This is a state requirement Eastvale implements, not a city-invented rule. Backyard or home composting is permitted and can reduce what residents set out, but it must be managed responsibly. EMC Sec. 8.18.030(a)(14) lists the 'keeping or disposing of, or the scattering or accumulating of flammable, combustible or other materials including, but not limited to, composting, firewood, lumber, junk, trash, debris, packing boxes, pallets, plant cuttings, tree trimmings or wood chips' as a potential public nuisance when it renders the premises unsanitary, creates a fire or safety hazard, harbors rats, vermin or insects, causes an offensive odor, or makes the property out of conformity with the neighborhood. In practice that means compost should be contained in a proper bin, kept away from structures, turned to avoid odor, and not allowed to attract pests. Properly maintained home compost is fully allowed.
Failing to subscribe to required organic-waste service can be enforced under SB 1383 and the city's solid-waste program. A compost pile that becomes a fire hazard, harbors vermin or insects, or generates odors is a public nuisance under EMC Sec. 8.18.030(a)(14), enforceable through abatement and fines under EMC Sec. 8.18.040 / Chapter 8.17, with each day a separate offense.
