Eastvale's sign code (Zoning Code Section 120.05.070) regulates temporary signs in a content-neutral way rather than naming political signs specifically. On state highways and rights-of-way, California Business and Professions Code Section 5405.3 governs temporary political signs: no larger than 32 sq ft, posted no sooner than 90 days before an election, and removed within 10 days after.
Following constitutional limits on content-based sign rules, the City of Eastvale regulates temporary signs through general standards in Zoning Code Section 120.05.070 instead of singling out political or campaign signs by message. Temporary signs in the public right-of-way are tightly limited under Section 120.05.070(e): they may be displayed only beginning 4:00 p.m. Friday and ending 7:00 p.m. Sunday, must be no larger than 6 square feet and no more than 3 feet in height or width, may rise no higher than 4 feet above grade, and must be set back at least 20 feet from the curved portion of a corner. On private property, temporary freestanding signs are permitted within the size and duration limits of the sign table. For signs along or visible from state highways, California Business and Professions Code Section 5405.3 controls: a temporary political sign may be no larger than 32 square feet, may be placed no sooner than 90 days before the scheduled election, and must be removed within 10 days after the election, with a Statement of Responsibility filed for the party responsible for removal. Temporary political signs may not be placed within the right-of-way of any highway or within 660 feet of a classified landscaped freeway, and Caltrans may remove non-compliant signs and bill the responsible party. Residents should keep campaign signs on their own property and off public rights-of-way except within the narrow weekend window the city allows.
Signs placed in the public right-of-way outside the permitted Friday-Sunday window, oversized signs, or signs left up after an election can be removed by the city or Caltrans, and the responsible party may be billed for removal costs.
