Riverside permits non-commercial/political signs on private property under temporary sign rules (RMC §19.620.090), but bans all signs in the public street right-of-way under §19.625.030. State law (Cal. Outdoor Advertising Act §5405.3) governs placement near highways.
Riverside Municipal Code §19.625.030 makes it unlawful to place or maintain any sign in the public street right-of-way, including parkways, medians, street trees, utility poles, guy wires and traffic signals. Personally-attended non-commercial signs are allowed in traditional public places (parks, sidewalks) under §19.625.050 when a person is within 15 feet — max 12 sq ft per single person, or 50 sq ft if attended by two or more. On private residential property, temporary non-commercial signs fall under §19.620.090. California Outdoor Advertising Act §5405.3 separately allows temporary political signs up to 32 sq ft from 90 days before through 10 days after an election, with a filed Statement of Responsibility and a 660-foot setback from classified landscaped freeways. Code Enforcement: (951) 826-5633.
Administrative citation for signs illegally placed in the right-of-way: $100 first offense, $200 second offense, $500 for each offense thereafter. Caltrans removes unauthorized political signs along state highways and bills the responsible party named on the Statement of Responsibility.
