Moreno Valley, CA Sign Regulations: Political Signs (2026)

U.S. Supreme Court case Reed v. Town of Gilbert (2015) limits municipal authority to regulate sign content. Moreno Valley, like other California cities, applies content-neutral rules to all temporary signs, including political, real estate, and ideological messages. On private residential property, homeowners can post political signs without a permit, subject to reasonable size caps (commonly 6 square feet per sign, 32 square feet total). Signs may not block driver sight triangles at corners, cannot be illuminated, and cannot be placed on the public parkway between sidewalk and street, on medians, on traffic signs, or on utility poles; such signs can be removed by the city without notice. HOAs cannot entirely prohibit political signs under California Civil Code 4710, though they can impose reasonable time, place, and manner rules. Campaign signs for a specific election should be removed within 10 days after the election. Commercial and industrial property owners can host political signs on their land with owner permission. Tenants have the same right to post signs as homeowners under state law.
