Eastvale, CA Sign Regulations: Digital Billboards (2026)

Billboards in Eastvale are already zoned out of most of the city. Municipal Code Sec. 070(d)(5)a restricts billboards to the C-1/C-P, M-SC, M-M and M-H zones and expressly prohibits them everywhere else, with a maximum height of 25 feet and a display face capped at 300 square feet. Layered on top of that, Sec. 070(d)(6) singles out electronic billboards for tighter treatment: no more than one freeway-oriented electronic billboard is allowed within the entire city, and it can only be located along the I-15 freeway beginning at the Hwy 60 freeway interchange and extending south approximately 3,794 feet, the stretch the code says federal law allows for such placement.

Rather than a standard sign permit, an electronic billboard here requires a development agreement with the city, and every design standard and specification must be spelled out in that agreement and separately approved by both the planning commission and the city council. That two-body approval, on top of the one-billboard citywide cap, makes this one of the most tightly gated sign types in Eastvale's code. Community electronic message signs at schools and parks are a separate, city-operated sign type under Sec. 070(g) and are not the freeway billboard this section governs.
