The City of Eastvale regulates fence and wall heights through Section 5.3 of its Zoning Code (Chapter 5), not through private HOA rules. For residential zoning districts, Table 5.3-1 'Maximum Height of Fences, Walls, and Screening in Required Yard Area' sets the controlling limits: a maximum of 4 feet in the required front yard area; 6 feet in the required rear and interior side yard area (along rear and interior property lines); 6 feet in the required street side yard area; and a maximum of 30 inches at intersections of streets, alleys, and driveways within the clear-visibility area. The table notes that these maximum heights may be increased by the designated approving authority as part of Development Review. Many Eastvale neighborhoods are master-planned with HOAs that impose their own fence rules (color, material, style); those are private contract rules and are separate from the City's enforceable zoning standards, though both can apply. Per Section 5.3-A, a building permit may still be required even where a fence is exempt from Development Review. Height is measured from finished grade at the base to the top edge, and grade may not be modified to gain extra height (Section 5.3-C).
