Eastvale, CA Fence Regulations: Material Restrictions (2026)

Sec. 120.05.030(4) lists fence materials that are prohibited in all of Eastvale's zoning districts unless approved through a minor development review or conditional use permit for a documented security need, such as an industrial property, or required by the city, state or federal law. Three specific materials are barred outright under that default rule: barbed wire or electrified fencing, razor or concertina wire whether attached to a fence or wall or used by itself, and chain-link fencing located within a front yard or street side yard. The chain-link restriction is location-specific, so a chain-link fence remains allowed along a rear or interior side property line, while barbed wire, electrified fencing and razor or concertina wire are barred across the entire property regardless of yard.

Because the ban is a default rather than an absolute prohibition, an industrial user with a genuine security need can seek either a minor development review approval or a conditional use permit to install one of the restricted materials; the request runs through the same designated approving authority that reviews fence height and screening requests generally under this section. A fence required by the city, state, or federal government, for example a barrier mandated by a public-safety agency, is exempt from the prohibition without needing a discretionary permit.
