Chain-link is generally permitted in side and rear yards but is often discouraged or prohibited in front yards by zoning code and is restricted in many Moreno Valley HOAs including those in Moreno Valley Ranch, Rancho Belago, and master-planned communities. Barbed wire, concertina wire, and razor wire are prohibited in all residential zones and are only allowed in industrial zones above 6 feet and behind other fencing. Electrified fences are prohibited in residential areas. Glass or other hazardous materials cannot be embedded on top of walls. Artificial turf, bamboo, and shade cloth attached to fences are generally allowed but must be maintained. All materials must be kept in good repair β sagging, broken, or rotted sections trigger Code Compliance action. Under California Civil Code 841.4, spite fences (walls over 10 feet tall built to annoy a neighbor) are a private nuisance and may be subject to civil action.
