The state goals are a 75 percent reduction in landfilled organics by 2025 and recovery of at least 20 percent of disposed edible food. Tier-one commercial food generators, such as supermarkets, must donate excess edible food, with restaurants and hotels added in 2024. Backyard composting of household material remains allowed.
SB 1383 includes penalties for noncompliance; jurisdictions must enforce against generators that fail to subscribe to or properly use organics collection, with state-authorized fines escalating for continued violations.
