Owners are also reminded not to leave cut grass, weeds, or leaves on a sidewalk, street, or alley (the High Grass/Weeds rule). NTMWD and the City encourage composting and mulching as water-conserving practices.
Composting itself is not penalized. A compost setup that creates odors, attracts vermin, holds stagnant water, or spills onto public ways can be cited as a nuisance under Rowlett Code Chapter 22 (Sec. 22-123), triggering a Notice of Violation and possible City abatement at the owner's cost.
