Rowlett Code of Ordinances Sec. 78-313(c) limits fences in a required front yard to 36 inches (three feet) in height, while fences in a required side or rear yard may be up to eight feet. Key lots are limited to 36 inches in both front yards. The zoning ordinance can modify these limits.
Residential fence height in Rowlett is set by Sec. 78-313(c) of the Code of Ordinances (Chapter 78, Article X, Fences). Except as otherwise provided by the zoning ordinance, no fence may be placed in the required front yard of any zoning district in excess of 36 inches (three feet) in height, and 'key lots' (defined in the zoning ordinance) are limited to 36 inches in both front yards (Sec. 78-313(c)(1)). In a required side or rear yard, no fence may exceed eight feet in height (Sec. 78-313(c)(2)). These are the city's own fence-height rules, not Texas state law; Texas has no general statewide residential fence-height limit, so the local ordinance controls. Because the standards apply to the 'required' yard, the exact area covered by the 36-inch front-yard cap depends on the front building setback for the property's zoning district under Chapter 77-400 (the Rowlett Development Code), which varies among the single-family districts (SF-40 through SF-5). Separate rules apply to pool barriers: Sec. 78-311 requires a fence, wall or other solid structure at least 48 inches high enclosing any swimming pool, spa or hot tub. Corner-lot visibility limits (Sec. 78-313(d)) can also restrict fence placement near intersections.
A fence taller than 36 inches in a required front yard, or taller than eight feet in a side or rear yard, violates Sec. 78-313(c) and can be cited by the building inspection department. Because fences require a permit, a non-conforming fence may be denied a permit or ordered modified, lowered, or removed. Fences must also be kept structurally sound under Sec. 78-313(e).
