Rowlett requires that trees, shrubs, and plants not obstruct sidewalks, streets, or alleys or block the view of any traffic sign or intersection. This 'Overhanging Vegetation/Obstruction' rule is a life-safety code violation under Rowlett Code (ORD-015-21, IPMC Subsection 302.11). Routine pruning of your own yard tree needs no permit.
Under Rowlett's Common Code Violations guidance, 'Overhanging Vegetation/Obstruction' is classified as a Life Safety Code Violation: trees, shrubs, and plants shall not create an obstruction over sidewalks, streets, or alleys and shall not block the view of any traffic sign or intersection. The City cites Rowlett Code of Ordinances ORD-015-21, Subsection 302.11 (the adopted International Property Maintenance Code). Property owners are responsible for keeping their vegetation trimmed back from public ways and sightlines; failure to do so can prompt a notice and City abatement. Routine maintenance pruning of a tree in your own yard does not by itself require a permit. However, Rowlett does regulate the removal of 'protected trees' (8-inch caliper or larger) under its Development Code (Sec. 77-504), and a permit and a Vegetation Removal/Pruning approval can be required when work involves protected trees, take areas, or development sites. For trimming around overhead utility lines, coordinate with the utility provider. When in doubt, contact Rowlett Community Development, Planning and Urban Design at (972) 463-3927.
Vegetation that obstructs a sidewalk, street, alley, traffic sign, or intersection is a life-safety violation; the City issues a Notice of Violation and may abate (trim) and bill the owner if it is not corrected. Cutting or removing a protected tree without required approval can trigger separate Development Code enforcement and mitigation.
