The City mails a Notice of Violation with a deadline; if the owner does not comply, Rowlett abates and bills the cost plus the administrative fee ($150 residential, $250-$850 commercial). Vacant lots and rental properties are subject to the same duty. Sewage, mosquito-breeding stagnant water, and similar conditions are also enforced as nuisances.
Failure to abate after notice allows the City to mow/clean the property, bill the owner the contractor cost plus the administrative fee, and file an abatement lien. Sanitation nuisances under Tex. HSC Chapter 342 can also be prosecuted; municipal-court fines for such violations run up to $2,000 per day under state law.
