Most residential outdoor (non-potable irrigation) rain barrels need no City permit.
There are no City penalties for installing a residential rain barrel or rainwater-harvesting system for non-potable use. Connecting harvested water to a potable/public supply without the required backflow prevention or air gap violates Tex. HSC Sec. 341.042 and Texas plumbing/TCEQ rules and can trigger enforcement and disconnection.
