Carrollton, TX Landscaping Rules: Rainwater Harvesting (2026)

Under Carrollton's general Code of Ordinances, Chapter 31 (Comprehensive Fee Schedule), Section 31.01(B)(2), the city's specific permits table lists rainwater harvesting with a fee of $25.00, the same schedule that sets a $75.00 fee for wind turbines and a $125.00 fee for solar panels. That fee applies regardless of whether the property sits in a homeowners association.

For POA-governed subdivisions, which cover much of Carrollton across Dallas, Denton and Collin counties, Texas Property Code Sec. 202.007(a)(2) separately bars an association from including or enforcing a covenant that prohibits or restricts a property owner from installing rain barrels or a rainwater harvesting system. A clause that violates that rule is void under 202.007(b). The statute does carve out real limits on where and how the system can sit: under 202.007(d)(6), the association is not required to allow a rain barrel or harvesting system on property the POA itself owns or owns in common, or in the area between the front of the home and the adjoining street, and it can still object to a barrel or system whose color clashes with the home's own color scheme or that carries text or graphics the manufacturer does not typically put on the product.
