Rowlett exercises that authority to ban them outright. Retail fireworks stands are therefore found only in unincorporated areas of the county outside city limits and ETJ, not within Rowlett. Rowlett Fire Rescue actively reminds residents each year that fireworks remain illegal in the city, and discharging them can draw a complaint-based response from the fire marshal and police. Residents wanting a fireworks show are directed to permitted public displays, which require a separate municipal permit and licensed operator under the state fireworks program.
Selling, possessing, or discharging fireworks within Rowlett city limits is prohibited by the City and enforced by Rowlett Fire Rescue's fire marshal and the Police Department. Illegal-fireworks offenses in Texas municipalities are typically charged as Class C misdemeanors carrying a fine; permitted public displays require a city permit and a licensed pyrotechnic operator.
