Rowlett's 'Open Fires and Cooking' page sets out the City's propane/LP-gas limits from its locally amended International Fire Code. Section 308.1.4 permits outdoor cooking at one- and two-family dwellings but caps the propane on hand: 'LP-gas containers are limited to a water capacity not greater than 50 pounds' per container - roughly a standard 20-pound barbecue cylinder - 'with an aggregate LP-gas capacity not to exceed 100 lbs.' In effect a single-family home may keep up to about five 20-pound cylinders' worth. For multifamily housing, the rules are far stricter. Section 308.1.4 prohibits charcoal burners, open-flame devices, LP-gas burners, outdoor grills, and barbecues on balconies and patios of buildings with three or more units or two or more stories. The only exception is a permanently mounted device located 10 or more feet from the structure. Section 308.1.5 separately prohibits open-flame devices - candles, lanterns, kerosene heaters, and gas heaters - on balconies of multifamily units. Propane cylinders should be stored outdoors, upright, away from building openings and ignition sources, consistent with the fire code and NFPA 58. Exceeding the 50-pound-per-container or 100-pound aggregate LP-gas limit at a one- or two-family home, or storing/using LP-gas grills or open-flame devices on a multifamily balcony or patio (outside the permanently-mounted 10-foot exception), violates Rowlett fire code Sec. 308.1.4 and 308.1.5 and is enforced by Rowlett Fire Rescue.
