The 12-inch lot rule and 4-inch right-of-way rule give the city a low threshold to cite overgrown properties. Cultivated lawns, gardens, and lands from which crops are regularly harvested for actual use are exempt. After notice, the Director of Public Works may have the city's contractor cut the vegetation and bill the owner, with the unpaid cost becoming a lien on the property. Beyond the chargeback for city-performed cutting, violations are punishable under § 1-15 by fines up to $1,000 and/or 15 days per offense. Repeat offenders may face elevated nuisance abatement actions under Chapter 199.
