Under the City's annual Weed Abatement Program, property owners receive an abatement notice each April ordering weeds and debris to be cleared by May 15. Weeds must be cut to one inch or lower, and lots must be kept clear throughout the year to limit fire hazard and nuisance. If an owner does not comply by May 15, the City's Weed Abatement Contractor clears the parcel between May 15 and July 1 and bills the owner. Overgrown vegetation and weeds on private property are also listed as Code Compliance violations under the San Clemente Municipal Code, enforced by the Community Development Department.
Owners who fail to abate by May 15 are billed the City's clearing cost plus an administrative fee. Unpaid bills go to the County Assessor as a special assessment lien on the property tax roll in August.
