Hudson County is largely urban with limited yards, but all three cities encourage native plantings. Condo and HOA restrictions are generally unregulated at the state level.
New Jersey does not yet have a statutory prohibition on HOA bans of native/xeriscaped landscaping (unlike several western states). In practice, Hudson County's dense urban fabric means most residential landscaping is limited to small front yards, stoop planters, and tree pits. Jersey City's Division of City Planning encourages native species in streetscape and rain garden guidelines; the Jersey City Environmental Commission and Sustainable Jersey certification promote native plantings. Hoboken's Green Infrastructure program similarly supports native and low-maintenance plantings in public and private projects. NJDEP's Jersey-Friendly Yards (jerseyyards.org) provides species lists. Invasive species including Japanese knotweed and tree-of-heaven are widespread problems along the Palisades and rail corridors; removal is encouraged but not mandated for private owners.
No municipal penalties for installing native plants. Invasive species removal is voluntary. Condo/HOA rules may still impose aesthetic fines on governed properties — these are enforceable as a matter of contract because New Jersey lacks the anti-HOA preemption protecting native landscaping.
