Rainwater harvesting is permitted throughout Lake County. Illinois has no statewide restriction on rain barrels or cisterns for non-potable use. The Illinois Plumbing Code (77 IAC 890) governs any connection to interior plumbing. Some municipalities offer rain barrel rebates.
Illinois imposes no state-level restriction on residential rainwater harvesting for non-potable uses including garden irrigation, lawn watering, and landscape ponds. Rain barrels (typically 50-100 gallons) can be installed without permits in all Lake County municipalities. Larger cistern systems (500+ gallons) and any system connected to interior plumbing must comply with the Illinois Plumbing Code (77 IAC 890) and may require a plumbing permit, backflow prevention device, and inspection. The Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) and Lake County Stormwater Management Commission have historically offered rain barrel rebates and subsidized-purchase programs to reduce combined sewer overflows and stormwater runoff. HOAs may restrict visible rain barrel placement, but there is no state preemption protecting installation (unlike solar under 765 ILCS 165). Potable use requires treatment meeting Illinois Department of Public Health standards and is not typical. Rain gardens and bioswales are encouraged under the Lake County Watershed Development Ordinance and may qualify for impervious-surface credit.
No penalties for standard residential rain barrels. Unpermitted plumbing tie-ins: Illinois Plumbing Code violation, $100-$1,000 and required inspection. HOA restrictions enforced via private contract/covenant. Cistern systems without building permit: standard $100-$500 fines.
