Sutter County, CA Landscaping Rules: Tree Trimming (2026)

Sutter County does not regulate routine trimming of trees on private property and has no separate tree-pruning permit for the unincorporated area. The main maintenance obligation appears in the Zoning Code, Section 1500-06-050 (Residential Landscaping Design Criteria), subsection E (Maintenance), which directs the property owner to keep plant materials in good growing condition, replace damaged plants, keep planting areas free of weeds and debris, and trim any shrubs, trees or other foliage that, in the opinion of the Development Services Director, obscures safe sight distance from driveways and corners, to a condition satisfactory to the Director.

For trees in the public right-of-way or that overhang county roads, the Public Works/Road Department controls work in the right-of-way, and an encroachment permit may be required before trimming there. Trees that have become dry, dead or otherwise a fire hazard fall under the fire-clearance rules of County Code section 600-250 rather than a trimming permit. For boundary-line trees and a neighbor's encroaching branches, California common law (not a county ordinance) generally allows a property owner to trim branches back to the property line without harming the tree's health. Always confirm scope with Development Services before major work near roads or sight-distance areas.
