ROH Sec. 10-1.4 requires a Department of Parks and Recreation Division of Urban Forestry permit for planting, spraying, trimming, pruning, or removal of street trees. Narrow sidewalks and overhead utility lines in Waipahu's old core make clearance pruning common. Homeowners can trim branches hanging into private yards but cannot do structural work on right-of-way trunks without a permit. Exceptional tree rules are separate under ROH Chapter 40, Article 8.
