By contrast, § 54-585(1)(h) exempts pruning and maintenance of any tree on a private lot from the permit requirement entirely, except when the tree sits inside a CRPZ or right-of-way, or when pruning a Grand Tree fails to meet the Best Management Practices standards of § 54-588.
" Canopy Roads themselves are designated by the Board under § 54-590 and must maintain a minimum of 50 percent overhead tree coverage over the travelway and a minimum of 75 percent native or naturalized plant species; the Board sets public meeting notice at least 15 days before a designation hearing. Section 54-591(1)(a) lets the Administrator withhold a pruning permit where an unresolved code violation exists on the property, and § 54-591(3) requires physically impeding county staff performing tree maintenance in a right-of-way to be treated as its own violation.
