New landscapes 500+ sq ft must meet the County Water-Efficient Landscape Ordinance (WELO, derived from the State Model Water-Efficient Landscape Ordinance). Individual water districts may impose stricter Stage 3/4 drought restrictions on top.
Violations of Chapter 7.69 are punishable as infractions and through escalating administrative penalties; water districts can also impose surcharges, flow restrictors, or service shutoff under their own drought ordinances. Repeat violations during declared drought emergencies can carry penalties of $500+ per day.
