The General Plan Water Resources Element also directs the county to promote efficient landscape design in development projects to conserve water, control erosion, and reduce impervious surfaces. Day-to-day water-supply rules (drought stages, watering days, leak repair) come from the local water purveyor, not from the County Code.
Landscape projects subject to MWELO must submit a Landscape Documentation Package as part of the building/grading permit; permits will not be finalized without the package and post-installation Certificate of Completion. Drought-emergency violations are enforced by the local water purveyor under California Water Code section 350 et seq., which can include warnings, fines, and ultimately service discontinuation.
