Property owners are responsible for the boulevard area between the sidewalk and curb.
City citations under Sec. 5-24 are misdemeanors with fines up to $1,000 plus abatement costs. State noxious weed violations under Minn. Stat. Sec. 18.83 are misdemeanors with separate fines.
