St. Louis County, MN Mobility & Curb Rules: Bike Lane Rules (2026)

Ordinance No. 56, the Mesabi Trail Ordinance, adopted by the St. 51, governs conduct on the Mesabi Trail Corridor, defined as the land, water and facilities within the trail's right-of-way. Section 7 (Non-Motorized Vehicle) makes it unlawful to operate a bicycle anywhere in the Trail Corridor except on bikeways and roadways, and requires bicycles to be ridden as close to the right-hand side of those bikeways and roadways as conditions permit. The same section extends the right-hand-side rule to roller blades, carts, wagons, strollers and wheelchairs, and caps any non-motorized vehicle, including a bicycle, at 36 inches in total width.

Section 9 applies the identical right-hand-side and 36-inch width limits to motorized wheelchairs used by riders with disabilities. Section 11 authorizes licensed peace officers and Rangers, who are vested by the St. Louis and Lake Counties Regional Railroad Authority, to enforce these provisions, issue citations, and eject from the Trail Corridor any person acting in violation. A Ranger may also revoke a use permit for good cause. 02, subdivision 4a. The rule applies uniformly along the Mesabi Trail Corridor within St. Louis County, separate from any bicycle regulations a city the trail passes through, such as Hibbing or Virginia, may set on its own streets.
