Chapter 330 of the Jefferson County Traffic Code treats bicyclists as vehicle operators. 020 grants every person on a bicycle, motorized bicycle, or scooter all the rights and subjects them to all the duties the state's rules of the road impose on a motor vehicle driver, except where a specific chapter provision differs. 050 is the core riding rule: a bicyclist on a highway, roadway, or alleyway must ride as near the right side as practicable and exercise due care when passing a standing vehicle or one moving the same direction; riders may not travel more than two abreast except on a path or road section set aside exclusively for bikes.

040 bars riding on anything but a bike's permanent, regularly attached seat and caps riders at the number the bike is designed to carry. 080 forbids carrying any package or bundle that keeps a rider from holding at least one hand on the handlebars. 090 makes it unlawful to park a bicycle, motorized bicycle, or scooter on a highway, roadway, or sidewalk in a manner that obstructs vehicular or pedestrian traffic, the county's direct obstruction rule. 100 requires a front white lamp visible five hundred feet, a rear red reflector or lamp visible six hundred feet, reflective material on pedals and the bike's sides, and brakes able to stop the bike within twenty-five feet from ten miles per hour.
