Gloucester County, NJ Mobility & Curb Rules: Bike Lane Rules (2026)

Section 2(k) of the Gloucester County Parks Rules & Regulations has two parts. First, no one may "ride a bicycle or similar non-motor vehicle on surfaces other than a paved road or path designated for that purpose" inside a Park Area, meaning riding is restricted to the paved paths and roads Gloucester County has built and marked for cycling, not open fields, wooded trails, or grass. Second, the same subsection bars leaving "a bicycle or similar non-motor vehicle lying on the ground or paving, or leaning against objects or fixtures, or in any place or position where other persons may trip or be injured," a housekeeping rule aimed at keeping paths and pavilions clear of tripping hazards.

The rule sits alongside Section 2(h)'s motor-vehicle restriction, which likewise confines cars to designated roads and lots, so the county applies the same "stay on the designated surface" logic to bikes and cars alike. Section 2(s) reinforces the safety purpose behind Section 2(k): it separately bars throwing or propelling objects and projectiles in areas not set aside for that activity, showing the rules consistently steer active recreation, wheeled or otherwise, into the spaces the county has designated for it.

Parks and Recreation Department staff administer Section 2(k) under Section 3(e) and may order a rider or a bike's owner to correct the violation or leave the park under Section 3(f). A conviction for violating the bicycle rule carries the same general penalty as any other Section 2 violation: fines or imprisonment or both for each offense under Section 3(g), with the County of Gloucester bringing the prosecution.
