York County, PA Mobility & Curb Rules: Bike Lane Rules (2026)

York County doesn't operate on-street bike lanes as a county government, since Pennsylvania counties don't set traffic infrastructure on public roads, but its park system runs an extensive network of paths, trails and park roadways where Chapter 75, § 75-15 sets specific rules for every bicycle, pedalcycle and e-bike rider. Riders must stay as close to the right-hand curb or right-hand side of the path, trail or roadway as conditions allow, and no more than two bikes may ride abreast, meaning group rides have to fall into single file or narrow pairs rather than spreading across the trail.

Carrying a passenger on the handlebars or frame of a bike is prohibited outright, for both the rider and anyone who lets themselves be carried that way. Riding is confined to paths, trails or roadways posted for bicycle use, and even on posted trails, riding is barred entirely between dusk and dawn. Careless or reckless riding, including excessive speed for conditions or riding in a way that creates a nuisance or endangers anyone, is a separate violation. C requires bicycles, pedalcycles and e-bikes to yield the right-of-way to pedestrians and to people on horses wherever a bike path crosses or merges with a walking or bridle path.

D adds a passing rule: cyclists must pass on the left and use an audible signal, such as a bell or a verbal warning, whenever operating in the park system. All of these rules apply equally to e-bikes, which the code defines separately at § 75-16 but folds back into the § 75-15 bicycle rules by cross-reference.
