The Park Commission's Rules and Regulations, under "Vehicles, Parking," restrict travel inside county parks to the corridors the Commission has actually built for it: drives, parking areas, roadways, paths, walks and trails established for that purpose. The very next sentence draws the pedestrian/vehicle line directly: footpaths, or walks established for pedestrian travel, shall not be used for vehicular travel, which puts bicycles on the vehicle side of that line whenever they are on a route posted or designated for pedestrians only. Parking rules elsewhere in the same section confirm bicycles are treated as vehicles for Park Commission purposes: no person may park or store a motor car, motorcycle, bicycle, wagon or other vehicle in a county park except in areas designated and posted for that purpose, and parking areas and thoroughfares are limited to park patrons only.

Riders also cannot obstruct travel: the rules bar placing goods, wares, merchandise or property so as to obstruct travel within a park, and separately prohibit using park drives or parkways to demonstrate a vehicle or to instruct or learn to drive or operate one. Speed limits posted along park roads and right-of-way apply to anyone propelling a vehicle there, and reckless operation endangering pedestrians or other park users is barred outright.
