Pierce County, WA Mobility & Curb Rules: E-Bike Classes (2026)

PCC 14.08.030 folds Class 1 and 2 electric bicycles, as defined by RCW 46.04.169, into the Park Code's 'micromobility device' category alongside ordinary bicycles, scooters, skateboards and electric personal assistive mobility devices. That classification matters because PCC 14.08.090(B)(2) opens roads, sidewalks, paths and trails in the park system to micromobility devices unless a location is specifically posted closed, and riders 'shall follow posted signs.' Speed is capped by PCC 14.08.090(C): 10 mph inside a park generally, 15 mph on a Regional Trail, and 10 mph on any other trail, always with due regard for other trail users and wildlife. Section 14.08.090(B)(3) tells operators of micromobility devices, other than electric personal assist mobility devices, that they should wear a safety helmet.

Notably, the Park Code's 'Vehicle' definition in PCC 14.08.030 excludes only bicycles and 'Class 1 and 2 electric bicycles' from the vehicle category, meaning a Class 3, throttle-capable electric bike is not carved out the same way. That leaves a Class 3 e-bike governed by the vehicle rules in PCC 14.08.090(B)(1), which restrict vehicles to roads, streets, highways, parking lots or designated parking areas rather than the sidewalks and trails open to Class 1 and 2 riders. Organized time trials or races involving any micromobility device, of any class, require a permit under PCC 14.08.040.
