Summary

Harford County bans operating a motorized scooter, stand-up platform scooters and go-peds included, on any county road or county sidewalk. Section 244-27 makes each ride a separate civil offense punishable by up to $500, leaving no path for a shared e-scooter program to legally operate in the unincorporated county.

These county ordinances apply to unincorporated areas of Harford County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

A. In this section 'motorized scooter' means any two-wheeled device that has handle bars, is designed to be stood on by the operator, and is powered by an electric or gas motor. Motorized scooter includes a go-ped or other electric or gas powered versions of the stand-up platform scooter. Motorized scooter does not include a moped, motor scooter, motorcycle or off-the-road motorcycle as those terms are defined by the Transportation Article of the Annotated Code of Maryland. B. A person shall not operate a motorized scooter on any County road or County sidewalk. C. A law enforcement officer may issue a civil citation to a person violating the provisions of this section. A person who violates this section is subject to a fine not to exceed $500. Each violation shall constitute a separate offense.

Full Breakdown

Article VI of Chapter 244, added by Bill No. 02-23, defines a 'motorized scooter' in Section 244-27(A) as any two-wheeled device with handlebars, designed to be stood on by the operator, and powered by an electric or gas motor, expressly including a go-ped or other stand-up platform scooter; the definition carves out mopeds, motor scooters, motorcycles and off-road motorcycles as those terms are defined in the Transportation Article of the Annotated Code of Maryland, which remain governed by state vehicle law instead of this section.

Subsection B is a flat prohibition: a person shall not operate a motorized scooter on any county road or county sidewalk, with no permit, license or registration path written into the chapter that would let an individual or a shared-scooter operator legalize the activity in unincorporated Harford County. Subsection C gives a law enforcement officer authority to issue a civil citation for a violation, with a fine of up to $500, and states that each ride is a separate offense, so a rider stopped on multiple occasions faces cumulative penalties rather than one flat fee.

Because the ban reaches both roads and sidewalks, it forecloses essentially every public right-of-way a shared micromobility fleet would need to operate, distinguishing Harford County's unincorporated area from jurisdictions that instead regulate scooters through permits, speed caps or parking corrals.

Violations & Fines

Operating a motorized scooter, including a go-ped or stand-up platform scooter, on any Harford County road or sidewalk violates Section 244-27(B). A law enforcement officer may issue a civil citation carrying a fine of up to $500 under Section 244-27(C), and the chapter treats each separate ride as its own offense.

Frequently Asked Questions

Can I ride an electric scooter in unincorporated Harford County?
No. Section 244-27(B) bans operating a motorized scooter, including go-peds and stand-up platform scooters, on any county road or sidewalk, with a civil fine of up to $500 per ride under Section 244-27(C).
Is a shared e-scooter rental program legal in Harford County?
Not under current law. Section 244-27 bans motorized scooter operation on every county road and sidewalk with no licensing or permit exception, leaving no lawful right-of-way for a shared fleet to use.
Does the Harford County scooter ban cover mopeds or motorcycles?
No. Section 244-27(A) excludes mopeds, motor scooters, motorcycles and off-road motorcycles as defined by the Maryland Transportation Article; those vehicles are regulated under state motor vehicle law instead.
